Finally, my minute of 21 April was concerned with the limited class of applicants for BN (0) status who are also BCs. I agree with Mr Giles' comments that such people would have little to gain from registration. In paragraph 4 of your minute of 30 April you ask whether a similar endorsement would be appropriate in the passports of BDTCS who register as BN (0)S. Bearing in mind that Hong Kong BDTCs will be exchanging that status for that of BN (0) then it is likely the class of BDTCs from outside Hong Kong who are qualified for BN (0) status is very small. I can see no objection, however, to a similar procedure of endorsement being adopted for that category of applicants.
