Nevertheless, the scope for LegCo to cause mischief in Parliament cannot be ignored. The Minister wrote to Mr Wardle
on 21 May to warn him of this and ask if we could amend the
Order to address LegCo's concerns, and that meanwhile we should await the visit of the LegCo delegation on 7 June, before introducing the Order. Home Office have agreed that we
may inform LegCo of this last point.
