Phased Programme for Registering

BDTCs as BN (O)s Overseas Publicity

We are committed to publicising the phased programme sufficiently before calling forth the first age group for registration. As the cut-off dates in the Order in Council also apply to Hong Kong BDTCS residing overseas, we have also considered how the phased programme could be publicized overseas.

Our few overseas offices will be assisting us in publicising the phased programme through their liaison with overseas Hong Kong Chinese communities and various other means. However, some enquiries from overseas Hong Kong BDTCs will inevitably be directed at your passport offices and overseas posts, which are more widely-spread. We should be grateful if your posts in these countries could assist us in publicizing the phased programme. will be aware that if we fail to make reasonable efforts to alert people, both the Hong Kong and British Governments are going to be liable/58me acute criticism, given some of the reception given to the programme.

We intend to send posters to your passport offices and overseas posts for display at suitable places to arrest the attention of Hong Kong BDTCS who visit these offices for whatever purpose. We also intend to make available the revised leaflet 'Information on BN (0) passport and HKBDTC passport for overseas application' (Form ID639A) for your passport offices and overseas posts to distribute to Hong Kong BDTCs who approach them for passport facilities together with the passport application form and to any person who asks for information on BN (0) matters. Subject to the availability of funds, we will also place regular advertisements in selected overseas newspapers widely circualted in Chinese communities,
