OUR TELNO 433: PHASED PROGRAMME FOR REGISTERING BDTC'S AS BN (O)S AND FOR ISSUING THEM WITH PASSPORTS

1. Before coming to a conclusion on the cut-off date for the children born in 1997, it would be helpful to have an estimate of the potential numbers involved on the basis of your BDTC records and the HK birth rate statistics. We assume that many of these children born in the first few months of 1997 will have registered and been issued with passports by HKID and that the new Consulate-General will only have to deal with the remainder. We also assume that, if necessary these children could be included in the BN (0) passports of their parents in order to beat the deadline. On this basis, our assessment is that a cut-off date of 30 November 1997 would be viable.
