Mr Kelly has forwarded to me the first draft of the Hong Kong (British Nationality) (Amendment) Order 1993, the vehicle by which it is proposed to set cut-off dates for the application by BDTCs for BN (0) status. The Home Office have a tight time-table if the order is to be approved by May and they have asked us and Hong Kong for comments by 3 February. I would be grateful for any comments you may have for me to pass on to Mr Kelly.
