(AMENDMENT) ORDER 1993

Thank you for copying me into your letter of 11 February to Miss Ingrid Ho. Given the choice, we in the Passport Agency would wish to follow the Foreign Office line of as much flexibility as possible. Experience tends to show that no matter how much notice or publicity you give to a change in procedure, fee rise or whatever, people will miss deadlines. Undoubtedly it will be possible to afford a high level of sustained publicity in Hong Kong itself but in other FCO posts abroad, and to a lesser extent in the UK itself, publicity will not have the same impact.

We have no idea of the numbers who will be involved in the UK but it is likely to run into several thousand.

We can understand the rationale for the strict criteria, but on the other hand we envisage that any refusals of a BNO applicant in the UK is likely to give rise to complaint, possibly via MPS, which we will have to deal with and at the very least, on the basis that people do not normally apply for a passport until they need one, be involved in the issue of a new BDTC passport.
