Mr Morris in Hong Kong Department is now aware of the implications of the proposed setting of target dates for our posts overseas and has undertaken to bring our concerns to the attention of the Home Office. Presumably the Government of Hong Kong will also need to be consulted and will, I hope, be prepared to provide funds for publicity and also, where necessary, detailed guidance.
