these proposals given that they have already made their position clear on the original Scheme. As a safeguard, however, they intend to notify the details to them well in advance. I myself see little difficulty with Hong Kong's proposals which all seem to be soundly based on the facts that have emerged since the first phase of the Scheme was launched. I should therefore be grateful to have OPD (K)'s agreement that we should proceed with the drafting of the two Orders.
