BRITISH NATIONALITY (HÔNG KONG) SELECTION SCHEME PROPOSED AMENDMENTS.
Flexibility between groups and classes.
1. Under-subscription has occurred SO far amongst private sector "managers and administrators" (one of the groups in the General Occupational Class (GOC)) by about 3,800 places, and the police (one of the groups in the Disciplined service Class (DSC)) by some 34 places. There is also concern that the number of qualified candidates in the Sensitive Service Class (SSC) and Entrepreneurs Class (EC) will be smaller than the quota. The intention is to provide in the Order in Council for places to be transferred to
to categories where they will be used. It is envisaged that any transfers between groups and/or classes would take place in a one-off exercise on a date to be specified by the Governor (ie. before completion of the processing of applications in the relevant group or class but after the Hong Kong Government has established the size of the unused quota).
New quotas
2. It is intended to set new quotas for the individual groups which will take into account not only their emigration rate, as before, but also their application rate in the first tranche. The object is to enable more places to be made available to groups where competition was keen in the first phase and fewer places where groups showed less interest. (Half of the quota would be distributed by reference to emigration rates and half by reference to previous response rates.) The practical effect would be that "managers and administrators" would lose places and "accountants and auditors", amongst others, would gain. In the DSC, the Army and Immigration Service would benefit most from the places diverted from the police.
