Dear Mr Caton

To assist the Refugee Review Tribunal with its consideration of cases, we would appreciate it if you could help us answer the following queries in relation to Chinese citizens who pass through Hong Kong on their way to Australia.

In terms of Hong Kong's transfer to China in 1997, has a decision been made regarding the personal records of Chinese citizens who may have come to the attention of Hong Kong officials? Specifically we are interested in those who may have been questioned in Hong Kong by Immigration officials on their way through Hong Kong to Australia, and of whom records, possibly adverse, may have been made would these records be handed over to the Chinese government in 1997? We would also be interested in the issue of hand over, retention or destruction of personal records in general.

Would you be able to provide us with the number of PRC citizens who pass through Hong Kong on their way to other countries, specifically, the numbers for each year from 1988 until the present.

Would it be possible to have a total number, and a breakdown of those transiting Hong Kong on their way to Australia specifically?

This information is of direct relevance to the Tribunal at the present time and, no doubt, will be so for some time to come. Therefore any immediate response you could provide would be most welcome. Further information that may come to hand in terms of policy or decisions regarding question 1. above (if not already made) would also be of great assistance in the future. Thank you for your help in this regard.
