The Gov's visit here

SECRETARY OF STATE'S VISIT TO JAPAN AND KOREA

1. We have received the attached telegrams from Tokyo and

Seoul giving programme suggestions for the Secretary of State's

visit to Japan and South Korea in April. They also contain

proposals for Mrs Hurd's programme. We see the main objectives of the Secretary of State's visit as being the following:

(i) To consolidate his relationship with Prime Minister Miyazawa and Foreign Minister Watanabe in advance of the G7 Summit in

Tokyo in July.

(ii) To underline and reinforce bilateral cooperation, both

politically and in areas such as science and technology, industrial cooperation and people-to-people exchanges.

(iii) To deepen political dialogue with the Japanese across a wide range of global issues, including Hong Kong, Russia and the Asia Pacific region.

(iv) To reinforce our image as Japan's most important

interlocutor in Europe, underlining our commitment to being at
