Please refer to your letter to me of 20 August about Cavaco Silva's possible visit to Hong Kong in the Spring.

In the event, the Prime Minister did not discuss Cavaco Silva's possible visit to Hong Kong when he was here in the Summer, but I have kept in touch with Cavaco's office and have now had confirmation that he would like to take up the Governor's invitation.

The dates for Cavaco Silva's visit to China are 10-20 April, but he has not yet identified on which date in that period he would be able to go to Hong Kong. His Diplomatic Adviser, António Martins da Cruz, will probably visit Hong Kong and Peking in early March to prepare the ground, and I will be in touch again once I have dates for his visit and that of his Prime Minister.
