SUMMARY
1. Suggestions that the Hong Kong Government should use opportunity offered by the large party accompanying Kohl, that you should write to Kohl about Hong Kong before he departs and that Anson Chan should cancel the Bonn Leg of her trip.

I have passed the message in paragraph 6 of TUR to the Chancellor's office. It may be that after endless banqueting in China he would prefer a small and informal dinner. We do not yet know whether Hannelore Kohl will accompany the Chancellor. 3. Kohl will be accompanied by at least four other Ministers: Rexrodt (Economics), Spranger (Development Assistance), Boetsch (Telecommunications) and Krueger (Science and Technology). It is not yet decided whether Kinkel will go too. In addition there are Likely to be 30 or so senior figures from industry and finance, 30 journalists and a good number of officials. Altogether anyone in Germany with a major interest in China or Hong Kong is likely to be there. Since Kohl's two aeroplanes will return to Germany from Hong Kong we assume that most of this party will travel to Hong Kong too.
4. You may wish to consider offering facilities or briefing to some members of Kohl's party to show them something of the opportunities that Hong Kong offers. Their main objectives in Hong Kong will be rest and shoppping but the chance is still too good to miss. It would probably be easiest to make detailed arrangements for this and for your invitation to Kohl through the German Consulate-General in Hong Kong.
5. Kohl's visit to China will, I assume, be an important occasion for the Chinese. They have certainly worked very hard to get him.
