VISIT BY MR JOE CLARK TO CHINA AND HONG KONG
1. You asked John Woodrow yesterday if we could provide you with some political background on the Governor of Hong Kong's proposals on constitutional development and to let you have any supportive points which we would like Mr Clark to make to the Chinese during his forthcoming trip.

I attach with this fax copies of the following:-
(a) A background brief on the development of
representative government in Hong Kong together with a list of points;
(b) The Secretary of State's statement to the House of Commons on 15 March and
(c) A list of the points which Mr Clark might make to the Chinese.

We would be grateful if Mr Clark were able to use his contacts with the Chinese authorities to say something supportive. But he will wish to bear in mind that the Chinese are deeply suspicious of any suggestion that the international community is ganging up against China. points to make are therefore rooted in Canada's reasonable interest, as an economic partner, in Hong Kong's continued
success.
