VISIT TO HONG KONG BY BRAZILIAN AMBASSADOR IN LONDON

I understand that Paulo Tarso is proposing to spend some days in Hong Kong from 25 to 28 February on his way back from Taiwan. He has asked if during his stay he could receive some briefing on Hong Kong and call on the Governor.

2. Paulo Tarso left for Taiwan on 18 February. He was invited there largely in recognition of his work while Secretary General of the Brazilian MFA in promoting contacts between Brazil and Taiwan. In that same capacity he negotiated Brazil's first ever environmental agreement with a foreign country (ie Britain). His negotiating partner was the Governor who, as the then ODA Minister, visited Brazil to sign the MOU in July 1989. Paulo Tarso renewed his acquaintance with Mr Patten after he came here as Ambassador.

We Lowered expectations by referring to pressures on the Governor's diary. But on past form he will continue to push for a meeting, perhaps through the Brazilian Consul General in Hong Kong.

4. Would it be possible for someone to brief him on the Hong Kong economic scene? Also would it be possible to give him VIP facilities at the airport on his arrival?
