1. We have alerted you by telephone (telecon Ricketts/Ehrman) to the fact that the Japanese have decided (against British advice) to invite Deputy Prime Minister Boris Fyodorov to attend the Sherpas Meeting in Hong Kong at the weekend. We see that

the fact of this is now being reported by Reuters.

2. Since this is now a fait accompli, we need to ensure that Fyodorov can enter Hong Kong without a hassle. The best solution is presumably that he should be given a visa on arrival. It would be useful if Moscow could let you have his arrival details direct.
