THE STRATEGY is to focus resources of people, money and energy on those areas where collaboration between Britain, Hong Kong and, increasingly, Southern China will produce significant results of benefit to all three.
THE APPROACH is flexible, using whatever vehicle of support or incentive is most appropriate to each case.
