The debate in Hong Kong on localisation has put
expatriates in a bad light.
Important that HKG gets on
with localisation and tells those HMOCS officers who will
be affected where they stand.
In my reply to your letter of 21 September, I advised you that the HKG intends informing those officers who will be
affected by localisation within the next few months. I am
well aware that HMOCS officers wish to know the details of a revised package soon: we are working hard with that thought in mind.
It is not appropriate that certain senior posts responsible for the management of the civil service (eg Chief Secretary) should be localised in advance of other posts and without any parallel announcement on arrangements for HMOCS.
I answered this point in my reply to your letter of 21 September. The persons who have or will assume the posts you quoted in your letter have been promoted on
merit.
