Reorganization of

the City and New Territories

Administration

Proposals have been drawn up to rationalize the structure of the City and New Territories Administration whereby it will be reorganized into a conventional policy branch, the Home Affairs Branch, and an executive department, the Home

Affairs Department.

The

proposal will be submitted to the establishment Sub-committee of Finance Branch for approval. The Home Affairs Branch will come into effect on 15

October 1993. The

establishment of the Home

Affairs Department will await approval from the Finance Branch at a later stage.

The proposed reorganization is intended to provide a more streamlined, efficient structure whereby there will be well defined roles and functions for the Home Affairs Branch and the Home Affairs Department; to enhance the level of support provided to the District Boards and the local community; to improve the overall public consultation system and the liaison network in the territory; and to enhance management control and flexibility in resource allocation.
