- Sir Percy Cradock is now a private individual and is travelling to China in that capacity.
- He is not carrying any message from HMG to the Chinese authorities. And, as he himself has said, he will not be discussing Hong Kong with any of the officials he may meet.

Phased Programme for Registration as British National (Overseas) (BNOS)
- As you know, the power to issue BNO passports ceases after 30 June 1997. All British Dependent Territory Citizens (BDTCs) who wish to retain British nationality must therefore have registered as British Nationals (Overseas) (BNOs) before that
date.

Home Office are currently preparing an Order in Council laying down schedule for registration: a practical solution to this administrative problem of quaranteeing the new passports to all who want them. Must be done before 1 July 1997.
- Without legally enforceable programme, cannot guarantee that Hong Government would be able to process all applications and issue passports in time.
