TALKS WITH THE CHINESE: THE VIEW FROM LONDON
We in London are following progress in the talks closely. Glad to have this chance to talk through the issues with you. Important to maintain the tradition of close and frank consultation between us.
All the more important at this time. If, as we hope, the talks get to the point where we can consider striking a deal, there will be difficult decisions, on which your judgement and advice will be of crucial importance.
Will be very interested to hear your views. I might first make a few general points from the London perspective.
Wish I could bring you some clear insight into what is happening at present in the Chinese leadership. But we frankly do not know how serious are the threats to Li Peng's physical and political health. The effect on Chinese policy in the talks, and on Hong Kong more generally, is therefore obscure. But we believe that the leadership in Peking are serious in wanting a solution to the recent disagreements through these talks. And it has been encouraging to see some signs of Chinese movement on economic issues, and renewed interest in the Airport. Whatever the current uncertainties of the top in Peking, we should therefore continue to negotiate seriously with the aim of reaching agreement in the
talks.
