Following a further representation from the Hong Kong

Government, Home Office are looking again at this issue.

ELECTORAL ARRANGEMENTS/TALKS

- We very much welcome the fact that we have at last managed to get talks underway with China on arrangements for the 1994/95 elections. Talks are progressing in a good, businesslike atmosphere and we shall be working for a successful outcome. Our aim is to reach an understanding that will be acceptable to the people of Hong Kong.

- We have had the benefit of views from various political and other groups and many individuals in Hong Kong, including those published in the compendium. We shall continue to listen to

your views in the months ahead. No question of Hong Kong people being out of the process. At the end of the day, it will be for

LegCo to pass the necessary legislation.

Hong Kong people have the right to be told about progress of

talks.

Natural that people are anxious to know how talks are going, but we should do everything we can to give the talks the best

chance of coming to a successful conclusion. As you know, we have agreed with China that the content of the talks should be

confidential. Plainly it is not sensible to negotiate half in

public and half in private.
