MR GOODLAD'S VISIT TO HONG KONG: 29 MAY 1 JUNE 1993
BRIEF NO. 4
CHECKLIST FOR COMMUNITY LUNCH
LAW AND ORDER
Aware that this is still a major concern. Glad to see that the Government's determination in tackling this issue is paying off total number of reported crimes decreased by 5.2% last
year; number of car thefts also falling. Welcome cooperation of Chinese government in posting two police liaison officers to
Hong Kong to assist with cross-border crime liaison.
Glad that Crimes Amendment Bill has now been enacted to
abolish capital punishment and replace it with a mandatory sentence of life imprisonment. Important to ensure that out of
date laws are not left on the Statute Book.
NATIONALITY ISSUES
Phased Programme for Registration as British National (Overseas)
(BNOS)
The power to issue British National (Overseas) BNO passports ceases after 30 June 1997. All British Dependent Territory Citizens (BDTCS) who wish to retain British nationality must
therefore have registered as BNOS before that date.
Home Office currently preparing an Order in Council laying
down schedule for registration a practical solution to this administrative problem for guaranteeing the new passports to all who want them. Must be done before 1 July 1997.
