CIVIL SERVICE ISSUES

Background Note

Current Civil Service issues are:

The HKG's decision to establish a pension reserve fund of HK$7 billion to provide an additional safeguard for pensions.

HKG is in the process of consulting staff about the

introduction of common terms of appointment and conditions into the civil service for all new recruits and serving agreement officers upon renewal of their contracts.

The change in the localisation policy announced in July

continues to attract criticism from local staff unions and in

the Legislative Council. LegCo have approved a bill which would prevent HKG from implementing the new policy.
