BDTCS to retain their current passports in addition to acquiring BN (0) passports if they so wished to do so.

All late applications for BN (0) passports will initially be examined by the Director of Immigration who will consider whether there are valid grounds for accepting them. Applications which he rejects will then be sent to an Appeals Panel which is being set up to advise the Governor. The Governor will have the final decision on all cases which the Director of Immigration does not accept.

As at December 1993, over 967,000 applications for BN (0)

passports have been received out of an estimated 3.6 million

Hong Kong BDTCS potentially eligible to register as BN (0) s.
