VISIT OF MR GOODLAD: OPENING REMARKS FOR MEETING WITH LEGCO
1.
I attach a copy of some draft opening remarks for the Minister's use with LegCo. These follow pretty closely the line taken by the Governor in his address, but we should be grateful for any comments you may have (you may like to save these for our arrival).
2. The Minister has asked if copies of his opening remarks for the LegCo meeting could be made ready for handing out to the press immediately after the LegCo meeting, so as to pre-empt any efforts by LegCo members to put their own spin on what the Minister has to say.
3.
It may be possible to distribute this on Tuesday morning with an embargo (until 1930?) But depending upon how the first day of the talks in Peking goes (or any other local developments) we may want to amend this quite close to delivery time. Again, grateful for your views on arrival.
