MR GOODLAD'S VISIT TO HONG KONG: EXCO

1. Mr Goodlad will be attending part of the ExCo meeting on 12 October.

2.

I have been thinking about what points we might brief him to make. The thirteenth round of the talks will still be going on. I imagine that in any case the Governor would not want to get too far into speculation about end-games and deadlines.

3.

I have therefore produced the enclosed draft speaking note for Mr Goodlad which concentrates on some fairly innocuous impressions of the Foreign Secretary's meeting with Qian and then goes on to look at the broader perspective of British policy towards Asia, drawing on the theme of the

Prime Minister's recent speech in Tokyo.

I wonder whether this would fit in with the Governor's plan for the discussion during Mr Goodlad's presence in ExCo?
