The Spanish have reimposed visa requiromant
on liong Kong BDTC/BN(0) passport holders with effect
from 1 October. Public response to the Spanish
announcement has been minimal, probably because of the
timing (a few days before the Governor's policy
address) and the early notification by the Spanish.

There are still press reports expressing
scepticism about the usefulness of the BDTC and BN(0)
passports as travel documents. The press also continue
to enquire about Hong Kong's position in the Schengen
common visa regime.

What action has HMG taken to lobby for a reversion
of the Spanish decision?
Will HMG continue lobbying?
What will HMG do to secure Hong Kong BDTC/BN (0)
passports from more visa requirements, in
particular that of the Schengen countries?
