VISIT BY MR GOODLAD TO HONG KONG
1. Approval has been given by the Secretary of State for Mr Goodlad to pay a two day visit to Hong Kong during the Whitsun Recess. The Governor has already been consulted about the visit and is content. On present plans Mr Goodlad proposes to depart London on BA 27 Late on Friday 28 May arriving Hong Kong at 1730 the following day. He returns to London on 1 June on BA 26 at 2215. The Minister will be accompanied by his PS and by Mr. Ricketts (HKD).
2. Arriving at the weekend we hope would enable the Minister to spend some time in informal discussions with the Governor. As is usual, his week-day programme could include meetings with members of LegCo and attendance at the ExCo meeting on 1 June. The Minister will no doubt also need to meet senior HMOCS members but we hope it will have been possible by then to have agreed on a package as a basis for consultations. The Minister might also undertake some British business promotion. It would be useful to also identify a subordinate theme for the visit, eg the environment or transport (on previous occasions, the Minister has undertaken programmes focussing on Law and order, science and
telecommunications).
