We see no need to provide the draft Order for the

Tegislative Council because

(a)

arrangements proposed for the second phase

have been explained in detail to Members in

February and March 1993, and they have been given ample opportunities to comment on the

matter; and

(b)

it would not be appropriate to release the

draft Order and debate it in public before it goes to Parliament.
