Your minute of 7 September asked for questions which the

Minister might usefully ask of the Inspectors.

On HONG KONG

the Minister might focus on the ways in which the

Inspectorate can help us ensure that the Consulate General

(HMCG) has adequate resources after 1997. The MRS review of

June contained the recommendation agreed by the Inspectors

-

- that the next inspection of BTC Hong Kong, scheduled for

1985, should be postponed until late 1998, when the CG is up

and running. The Minister might ask:

the Steering Committee for the Hong Kong Consulate

General must ensure that mission is adequately staffed by 1997. (Particularly important in light of Ministers'

agreement that the UK should devote more attention to the

Asia/Pacific region in future). The MRS review of the

Consulate General was extremely useful. See the case for

postponing the next inspection of the BTC to 1998 to leave

five years from this year's review and to allow the HMCG to

get established. But would not an inspection in 1995 be

useful anyway - at the halfway point between now and 1997?

- In any event an inspection of a brand new post in the

fastest growing region in the world (where the UK has

ever-expanding interests) is a major challenge. A strong

case for ensuring that our resources are applied to

anticipate the opportunities rather than lagging behind

demand. How can you help to bring this about?
