Grateful for Canada's staunch support for Chris Patten's efforts to build up democracy. Hope new Government will be
able to maintain that.

Crucial that Hong Kong should have an openly and fairly
elected Legislative Council to bolster the rule of law, upon
which Hong Kong's way of life and continued success depend.
Had hoped to reach an interim agreement with Chinese in our
talks about electoral arrangements for Hong Kong. Despite our best efforts, that has not proved possible.

Helpful for China to know that Hong Kong's important trading
partners such as Canada attach importance to full
implementation of the Sino-British agreements, and are looking for evidence that China is serious about preserving Hong Kong
as a successful economic centre in a region of growing
importance.
