INTERNATIONALISATION

Some weeks ago, Mr Goodlad asked us to produce a note setting out our policy on internationalisation, and looking at the options should we wish to increase international pressure on the Chinese over Hong Kong.

2.

We put up the attached note which summarises the present position and looks at the options. As you will see, it reaches predictable conclusions. No policy decisions flow from this exercise. But I thought that the paper would be useful to circulate to interested posts as a summary of our thinking. Before I do so, I wanted to check that you and Nigel Cox saw no objections to it from your perspectives.
