Bougainville: despite PNGDF successes, BRA was far from beaten: no military solution.

Spill over to the Solomon Islands: Australia had tried to play a mediating role. But SI people would continue to give those from Bougainville safe-haven and the PNGDF would continue to pursue.

33. Mr Manning briefed the DFAT team on recent developments. said that HBMG was working closely with Russia on foreign policy issues. Yeltsin's survival was critical to Western interests and for the Baltic States. It would be worse for Russia's neighbours if Yeltsin lost power. Both sides agreed that the West was making a significant investment in one person, but there was no alternative. Potential alternative leaders might emerge in a year

34. Mr Manning explained that former KGB activity in Britain had declined for financial and policy reasons. But there had been no change to GRU activity: a major difficulty between the UK and Russia. HBMG was also concerned about Russian EW and CW activity.
