DISCUSSION WTIH ADVISERS OF PAUL KEATING, AUSTRALIAN PRIME MINISTER

1. You may be interested in the following extracts from a letter reporting a recent meeting between our High Commissioner in Canberra and two of Mr Keating's senior advisers:

"

On 30 November 1993 the High Commissioner gave a private lunch for two of Paul Keating's key officials, Dr Allan Hawke, his Principal Adviser, and Allan Gyngell, Senior Adviser (International). I attended too. Hawke is seconded from the Department of Defence. Gyngell's parent department is Foreign Affairs and Trade (DFAT), but he moved to his present job in October from the Department of the Prime Minister and Cabinet (DPMC). The following are the main points of interest to arise from the conversation, which was open and relaxed.

Hawke said that (contrary to Australian media speculation) the Seattle summit had certainly not fallen short of Australian objectives. An important achievement was that APEC leaders had established a sense of community. was this that Paul Keating was aiming for, not a change to a formal "Community" comparable with the EC, as reported in the press. The decision to hold another meeting of APEC leaders next year was also very important.
