SUMMARY

Friendly, wide-ranging discussion. Australia very unlikely to provide troops for Yugoslavia. Wishy-washy line on nuclear testing. Useful exchanges on Cambodia, Indonesia and Hong Kong. Evans Lobbies for Australian candidate for FAO. Ritual raising of Frozen Pensions.

The Foreign Secretary had a working lunch with the Australian Foreign Minister on 17 June. Mr Goodlad, Sir Brian Barder and Sir John Coles were present. After lunch the Ministers had a

fifteen minute tete-a-tete on Maralinga.

YUGOSLAVIA

3.

The Foreign Secretary briefed Evans on our analysis of the Latest developments in Yugoslavia. He asked what the prospects were for Australia providing troops. Evans was defensive. There were 160,000 Yugoslavs living in Australia. Australian peacekeeping efforts were already over-stretched both in terms of manpower and budgets. The Defence Departments approach was Australia should only contribute UN peacekeeping troops to areas of Australian interest. Evans said he was resisting this view: Australia had a wider interest in helping build the new order throughout the world. One day it might be to Australia's direct advantage. There were already exceptions to the Defence
