APEC

1. Evans said that a coherent view was beginning to emerge of what kind of organisation APEC should be. Having begun as an OECD-type body, it was now beginning to focus more on trade policy and facilitation, covering eg non-tariff barriers, customs harmonisation, common standards, investment guidelines etc within a framework of open trade. He expected that the proposed Seattle Summit would take place, although Mahathir remained difficult. The difference over representation of China, Taiwan and Hong Kong seemed capable of being resolved.

2. The Foreign Secretary said that it was important to us that Hong Kong was represented. Evans said that he thought a suitable formula could be found, perhaps involving representation of Hong Kong at a level below the Governor's.
