is now proceeding at full speed and, barring any unforeseen circumstances, we intend to open the first runway in 1997.

The other task that we have set ourselves is the

establishment of a network of free-standing bilateral Air Services Agreements between Hong Kong and its aviation partners. We commenced a negotiation programme in 1985. The Hong Kong/Australia Air Services Agreement is the tenth

agreement to be signed.

The signing of these agreements is fully

consistent with

Sino-British the provisions of the

Declaration on the Question of Hong Kong. are drawn up with the full support of the Government of the People's Republic of China and will remain in force after

1997.

Under the provisions of the Joint Declaration, the Hong Kong Special Administrative Region will also be able

conclude, under specific authorization from the Chinese Government, its own Air Services Agreements

separate from those of China.
