In the margins of the APEC meeting in Seattle, I had confirmation that at least two of the Commonwealth members raised the subject of Hong Kong in bilateral meetings with their Chinese counterparts. These were Canada and Australia.

My Canadian counterpart simply mentioned that his new Minister of External Affairs, Mr. Andre Ouellet, had raised it, pointing up the importance Canada attached to preserving Hong Kong's prosperity and stressing the now very strong links of kith and kin.

On the Australian side, Grant Battersby, previously posted as Deputy Consul General in Hong Kong, said that his Foreign Minister had raised the question of political reform with Mr. Qian, and robustly supported the "Patten Package". Qian had responded on standard lines and said something to the effect that things were getting rather late. Subsequently, my counterpart, Howard Bamsey, reported that Prime Minister Keating had also tackled President Jiang on the same issue.
