would be considerable appreciation in London at a high level if Mr Keating were able to speak. helpfully about Hong Kong to Jiang. If Hong Kong was discussed, we should be interested in the Chinese reaction.

We made similar points during the meeting with Tweddell (DFAT), who was at pains to stress continuing Australian support for Hong Kong: there had been no change in the Australian position. Blunt added, emphasising that he was speaking personally and without instructions, that as Senator Evans would also be in Seattle for the APEC Ministerial, as well as at the time of the Leaders' Meeting, he too might have an opportunity to raise Hong Kong with his Chinese opposite number: this would be helpful. Tweddell undertook to report urgently and to see what might be possible.
