This is just to record that your Letter to Chancellor Kohl was delivered on 10 November and I briefed Bitterlich (Foreign Policy Adviser in the Chancellor's office who will be travelling with Kohl) on 11 November. Among the points I underlined for Bitterlich were the importance of Hong Kong to Germany and the political importance of the Chinese abiding by the principle of one country two systems. Bitterlich agreed and commented himself that the Chinese needed political credibility and international acceptance. He undertook to speak to the Chancellor.

As you no doubt also know PS No 10 sent Bitterlich a letter on 12 November giving a brief account of the conclusions reached at your review of strategy with the Prime Minister and Foreign Secretary.
