PROBLEM
1. How to react to Chancellor Kohl's transmission of an invitation
from President von Weizsaecker to President Jiang Zemin to visit Germany in apparent breach of EC sanctions?
RECOMMENDATION
2, I recommend that the Secretary of State raise this on 22 November
with Mr Kinkel. In the light of that conversation, we could consider how
to handle this issue at the Anglo-German Summit and at the Political Committee (25-26 November).
