1. You asked whether the chancellor would be inviting the Chinese Premier to Germany. I have been told in strict confidence by a member of his staff that they are considering this. It will depend on how the Chinese respond on human rights and (to put it crudely), how many contracts they get out of the visit.
2. If the invitation is made then the visit is unlikely to take place in 1994 because of all the elections in Germany in that year. They guess it might be in 1995. Equally, they also guess that by that time it might be a different Premier.
3. I was asked to keep this information very close. Hence the classification/privacy markings etc of this letter.
