It Chancellor Kahl really has passed оп invitation to Jiang Zemin from the German President to visit Germany, this would not only undermine the credibility of EC sanctions; it would also damage our own negotiations with the Chinese over Hong Kong. Governor suspects that: the Chinese already have impression that, whatever happens in our negotiations, are not going to get
solidarity from our EC partners. Chancellor Kohl's visit will have reinforced any such impressions; and a presidential invitation will have confirmed them (unless Kohl also put across helpful signals over Hong Kong. But we have no evidence that he did).
As it stands, the draft submission does not make it clear that this initiative damages our Hong Kong interests. The Governor believes that it should. He is firmly of the view that we should flag in the submission how we propose to make this point clear to the Germans themselves.
