You hosted a relaxed and productive Quad Ministerial breakfast on 2 December with Christopher, Juppe and Kinkel accompanied by Political Directors. MIFTS cover the following agenda items:

You updated colleagues on the latest Hong Kong developments and expressed gratitude for their support. Christopher expressed his thanks for the action taken in Europe on PKK.

3. In a brief discussion on non-proliferation Juppe asked for this issue to be discussed in NATO at 16 and you referred it to officials. Christopher expressed concern over French and German reservations in on-going discussions on replacing COCOM but there was no response from Kinkel or Juppe.
