POLITICAL DIRECTOR'S VISIT TO SWEDEN: 17 JUNE

Background

1.

The Swedish Prime Minister visited Hong Kong at the

beginning of April and Qian Qichen visited Stockholm in early

May.

Mr Bildt commented helpfully on Hong Kong publicly, and in

private to the Chinese, e.g. he told the Foreign

Correspondents' Club in Hong Kong on 6 April of Sweden's

"clear interest in Hong Kong as a centre for an increasingly

important economic region....." and of Sweden's belief "that a

people that asks for a greater say in the running of its own

affairs must never be denied this" and that "history clearly

shows, that......there is no better guarantee for stability

than democracy and the rule of law."

3. The Swedes briefed us in Hong Kong on exchanges between

Bildt and Qian Qichen in Stockholm; Bildt had said that China

should agree to increase democracy in Hong Kong as this would

be in accordance with the concept of one country two systems. He had made the point that China should also take seriously worries in Hong Kong which were grounded in the events of June

1989.
