Request for urgent clearance for an informal visit by Kohl to Hong Kong on 20/21 November at the end of his visit to China. Announcement to be made in Bonn on 12 October.

Neuer (Chancellor Kohl's private secretary) rang me this afternoon to say that a decision had been taken over the weekend that Chancellor Kohl would visit China from 15 to 20 November. also wished to pay an informal visit to Hong Kong on 20 and 21 November. The Germans wanted to make this announcement on 12 October (the news about the visit to China is already leaking).

3. Neuer said that Kohl might travel to Hong Kong from Canton by train, arriving in Hong Kong on the afternoon of 20 November. He would leave either on Sunday evening 21 November or on Monday morning 22 November.

4. I referred to Mr Patten's own plans to be in Bonn on 15 November and said that I would need to check with the Governor about Kohl's plans to visit Hong Kong before an announcement was made in Bonn.

COMMENT

5.

I hope that I can be authorised to tell Neuer first thing on 12 October that Mr Patten would welcome an informal visit by the Chancellor at the end of his visit to China and that Mr Patten would be happy to extend an invitation to the Chancellor to dine with him on the evening of 20 November. Grateful for instructions to reach me Deskby 070OZ on 12 October.
