The US believed that China had its own good reasons for not wanting North Korea to go nuclear and therefore probably spoke to North Korea in the sense we wanted. One reason for the patient diplomatic approach adopted with North Korea by the US was

to try to bring China on board. If/when it came to sanctions resolutions, this increased the chance of a Chinese abstention, though Chinese implementation of any sanctions would probably be patchy. Ikeda agreed with this assessment and with US policy.

16. Lord said that China was, on balance, more constructive on other issues too NPT, CWC, MTCR. This had contributed to US moderation on the M-11 sale to Pakistan. Otherwise the US believed that Chinese nuclear cooperation with Iran and Algeria was unwise and suspected misbehaviour on missiles with Iran and Syria, but had no proof of violation of the agreements.
