Russian commercial policy and activity in the region how much of a player or a competitor is Russia in the Asia Pacific? Do their aspirations go beyond arms sales, where they are a serious and cut-rate competitor, into other fields of trade? Are they concerned with maritime issues not only fishing but also problems of piracy and freedom of navigation? How do they view the AFTA/APEC etc developments?

2. I do not suggest that all these necessarily be included on the agenda. I note the emphasis on limiting the talks to those subjects which are judged to e the most important. Presumably you will seek further views in due course on a revised agenda. Might it be helpful to structure the agenda either regionally (Northern Asia/South East Asia/Pacific) or thematically?
