OF FOREIGN AFFAIRS, RUSSIA, 26 JANUARY 1993

1. Dr Vassiliev, a China specialist (with some ten years experience of living in China), called on Mr Morris during a

sponsored visit to the UK. He was accompanied by Mr Ratiani,

Counsellor, Russian Embassy. Earlier that day he had had a

session on China in RAD. In FED he concentrated on Taiwan.

The main points were as follows:

Bilateral Talks on the Asia Pacific

2. Dr Vassiliev said the Russian MFA were strongly in

favour of early talks, if possible at the end of March. The Deputy Foreign Minister, Mr Kunadze, would like to have talks

in London with Sir John Coles and others. Mr Morris

undertook to pursue and to let Mr Ratiani have a reaction as

soon as possible.

3. Dr Vassiliev said he would appreciate an account) of

links with and experience in Taiwan. Although China was

Russia's main priority because of border security aspects,

the rise of democracy, among other things, meant the Russian

authorities could no longer control trade with Taiwan. He

asked about our commercial links and general policy, the

level and forms of contact, British representation in Taipei

and Taiwanese representation in London. Mr Morris gave him a

full account of recent developments and our existing links

(ATTC, Private Ministerial Visits, trade, British Aerospace

Joint Venture and the imminent start of direct flights

between London and Taipei). He underlined the care we took over developing such links, bearing in mind Chinese sensitivities over Hong Kong. We tried to keep the Chinese generally in the picture and this had so far prevented any
